SOAP-PI-File scenario: synchronous file pickup possible without BPM?

Greetings:

I have the following questions based on this forum discussion in the past with the update of using BPM for PI 7.31:

1) Is it possible to do SOAP-PI-File scenario: synchronous file pickup possible without BPM? And not the WIKI method mentioned there which is not recommended.

2) Has anyone been able to successfully use BPM (PI 7.31) via NWDS to return a file and attach it to return to the SOAP response envelope?

I've tried this and the issue is that the FTP's Sender CC is only for polling and the Receiver CC is only for writing files out. 

Any thoughts?
