Migrating Design Content from PI 7.1.1 Dual stack to 7.3.1 Single stack

I am aware of the Migration tool in PI 7.3.1 which works o scenarios and communication channels that are already configured in the system.

* - I have a PI 7.11 Dual stack content that was deliverer as a tpz file from a third party.

*- I have a PI 7.3.1 single stack that is configured and ready.

Here is my question:

Is there a tool which allows me to perform the migration prior to configuring of the scenarios? that means the tool would migrate/convert the content prior to the configuration process. I want to end up with the tpz file that has the design object migrated to 7.3.1. What is the best way of achieving this ?
